Burns met with Ukrainian President Volodymyr Zelensky inKyiv on Tuesday, reaffirming U.S. support for the country on the same day Russian missiles pummeledthe capital andsent residents fleeing for cover.<\/p>\n\n\n\n<p>The visit came at a moment of Ukrainian triumph, days after its forces&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/11\/10\/russia-retreat-kherson-battle\/?itid=lk_inline_manual_4\" target=\"_blank\" rel=\"noreferrer noopener\">liberated the city of Kherson<\/a>&nbsp;and Zelensky declared a turning point in the war. But it was a moment of extraordinary tension and uncertainty, too, as&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/11\/15\/russia-airstrikes-ukraine-kyiv-kharkiv-lviv\/?itid=lk_inline_manual_4\" target=\"_blank\" rel=\"noreferrer noopener\">a Russian-made missile appeared to land in Poland<\/a>, raising the question of how the NATO alliance might respond to a possible attack on a member state.<\/p>\n\n\n\n<p>Burns, whom President Biden often has dispatched to speak with Russian and Ukrainian leaders, also met with his Ukrainian intelligence counterparts and discussed a U.S. warning he had delivered on Monday to the head of Russia\u2019s foreign intelligence service \u201cnot to use nuclear weapons\u201d in its war on Ukraine, according to a U.S. official who spoke on the condition of anonymity to describe the sensitive discussions.<\/p>\n\n\n\n<p>Burns had met with the Russian official, SVR Director\u00a0<a href=\"https:\/\/www.washingtonpost.com\/politics\/cia-director-burns-to-meet-russian-counterpart-in-turkey\/2022\/11\/14\/620795c4-6425-11ed-b08c-3ce222607059_story.html?itid=lk_inline_manual_8\" target=\"_blank\" rel=\"noreferrer noopener\">Sergei Naryshkin<\/a>, in Ankara, the Turkish capital.<\/p>\n\n\n\n<p>In Kyiv, Burns \u201creinforced the U.S. commitment to provide support to Ukraine in its fight against Russian aggression,\u201d the official said. The director was safely inside the U.S. Embassy during the missile strikes, the official noted.<\/p>\n\n\n\n<p>There was no indication&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/11\/15\/russia-airstrikes-ukraine-kyiv-kharkiv-lviv\/?itid=lk_inline_manual_11\" target=\"_blank\" rel=\"noreferrer noopener\">the Russian attacks<\/a>&nbsp;were meant to coincide with Burns\u2019s visit. Russian media disclosed his visit to Ankara, in what has become a routine practice of publicizing Russian officials\u2019 meetings with the CIA director, who customarily keeps his travel schedule private.<\/p>\n\n\n\n<p>Burns, a seasoned diplomat and former ambassador to Russia, went to Moscow last Novemberand met with top Kremlin officials, speaking by phone with President Vladimir Putin. Hecarried a letter from Biden to Putin and<a href=\"https:\/\/www.washingtonpost.com\/national-security\/interactive\/2022\/ukraine-road-to-war\/?itid=lk_inline_manual_12\" target=\"_blank\" rel=\"noreferrer noopener\">warned\u00a0<\/a>the Russian president that should he invade Ukraine, the United States would impose massive consequences.<\/p>\n\n\n\n<p>Burns has cautioned that officials must be on guard to Putin\u2019s threats to use tactical nuclear weapons. \u201cWe have to take very seriously [any] kind of threats given everything that\u2019s at stake,\u201d Burns said in\u00a0<a href=\"https:\/\/www.cbsnews.com\/news\/ukraine-russia-putin-cia-director-bill-burns-norah-odonnell-interview\/\" target=\"_blank\" rel=\"noreferrer noopener\">an interview<\/a>\u00a0with CBS News\u2019s Norah O\u2019Donnell in late September. \u201cAnd, you know, the rhetoric that he and other senior Russian leaders have used is reckless and deeply irresponsible.\u201d<\/p>\n\n\n\n<p>Burns added that U.S. intelligence agencies had not yet seen \u201cany practical evidence\u201d that Putin was moving closer to using nuclear weapons. That has been the case over the course of the war, with Putin making threats that officials say aren\u2019t reflected in signs that Russia is deploying the equipment and personnel necessary to use such weapons on the battlefield.<\/p>\n\n\n\n<p>Tuesday\u2019s missile strikes on Kyiv followed a two-week lull, and initially many residents ignored them. When explosions reverberated around the city, people sought shelter in basements and corridors.<\/p>\n\n\n\n<p>Pentagon press secretary Brig. Gen. Pat Ryder said that \u201cRussian aircraft\u201d had fired the missiles, noting that \u201cfor the duration of this campaign, Russia has used a mix of capabilities,\u201d including airborne, ground-based and sea-launched missiles, to target cities and civilian infrastructure.<\/p>\n\n\n\n<p>On Monday, Zelensky visited Kherson, the sole regional capital that Russia had captured following its invasion in February.
