Lithuania &#8211; 219.7 and Azerbaijan &#8211; 208.7 were also in the top five.<\/p>\n<p>As for the EU countries, Lithuania, Czech Republic, Poland, Slovakia and Estonia have high conviction rates. The dwarf states have the fewest prisoners &#8211; Monaco (33.3) and San Marino (0.0), as well as Norway (58.8) and Finland (49.9). Germany has a rate of 76.2, France &#8211; 105.3, Italy &#8211; 101.2 and Spain &#8211; 123.3.
